The meeting was of a preliminary nature, and a committee composed of the following gentlemen was appointed for the purposes mentioned in the resolution.

Wednesday, 16th December. The Annual Examination of the Pupils of St. Joseph's Academy took place yesterday evening and terminated at 11 o'clock at night.

The Examination of the pupils under the charge of the Lady Superioress and Sisters of Charity, was held yesterday at the Convent and did credit to the untiring exertions of those under whose management this establishment is so ably conducted.

The Annual Examination of the Girls Department of the Singapore Institution Schools under Mrs. Audel's superintendence took place yesterday.

The following Gentlemen will form the Board of Municipal Commissioners, under Section XI. of Act XVII of 1863, at Penang, for the year 1864:

The Resident Councillor, President ex-Officio.
Captain William Somerville Mitchell, appointed by the Governor to hold Office for 1 year.
Mr. Lawrence Nairne, appointed by election to hold Office for 3 years.
Mr. Steward Herriot, appointed by election to Office for 2 years.
Mr. George Macfarlane Sandilands, appointed by election to hold Office for 1 year.

The subjects of examination embraced Grammar, Geography, Arithmetic, Geometry; a few sentences in French were translated and some speeches made. The pupils seemed to have attained considerable proficiency—the younger boys generally displaying more intelligence than their elders. Altogether this examination reflects great credit on the teachers, the Christian Brothers.

The exhibition, as advertised, takes place to-morrow evening at 6 o'clock.

The number of pupils in attendance, 55, of whom 33 were boarders, was more than double that at any previous examination, and testifies to the able manner in which the School has been conducted during the past year, and to its present flourishing condition.

After the Examination a number of premiums were distributed.

The progress exhibited by the girls in their studies and their excellent department, together with their very neat appearance, attracted considerable attention and justified the commendations of the Examiners.

Upon the satisfactory management of Mrs. Anderson. Many of the pupils are orphans and it is to be hoped that this great charity will be properly supported by the Government.

That the following Gentlemen form a Committee for the purpose of collecting information regarding the finances, resources, and commerce of the Straits Settlements, and that if expedient they put themselves in communication with Commissioners appointed by Her Majesty's Government to report upon the proposed Transfer.

H. M. Steamer Henriette, Captain Schul from Delhi with dates to the 8th instant, arrived in the harbour yesterday.

The Swedish bark Charlotte, Captain Mellender, from Hongkong 24th Nov., passed through the Harbour yesterday bound to Bombay and requested to be reported.

"I have this out nearly 47 and think it is to be studied is to keep the head well protected from the sun. I estimate it as good as perhaps better than that of Europe, particularly for an old man, if care is taken to keep the head protected from the sun, and ale hat is not made use of too freely."

"A schooner from Acheen reports that the port was lately visited by a Dutch steamer, the commander of which endeavoured, without success, to prevail on the Rajah to give him a friendly letter addressed to his Government."

Thursday, 17th December. The British Steamer Amoy, Captain Salwery, from Shanghai, anchored in the roads last night. Another of Captain Osborne's fleet arrived this morning.

The P. and O. Company's steamer Orissa, Captain Parish, from Hongkong with dates to the 15th instant, arrived in the roads last night.

The Messageries Imperiales steamer Tigre, Captain Deslondes, with the Marseilles mail of the 19th and the London mail of the 17th arrived at New Harbour this morning.

The Dutch steamer Koningen der Nederlanden, Captain Lewis, from Batavia with dates to the 17th instant anchored in the roads last night.

CAPTAIN LEWIS of the Koningen, reports, that on the 17th December at 4 while Steaming N. N. W. South Watches bearing N. distance about 8 miles, they saw a steamer to the Southwards, to pass to the E. of South Watchers.

His Honor the Governor has been pleased to make the following appointments as a temporary measure, with effect from the 30th ult:
